I've now found him in 1841 where he's indexed as Willian Horper!

William Harper 25 ag lab Not born in Hunts
Tabithia Harper 25 Not born in Hunts
George 6; William 5; Elizabeth 2; Henry 6 mths All born in Hunts
Ages over 15 in 1841 were rounded down to the nearest 5 below so 25 covered an actual age range of 25-29 ie born June 1811-May 1816.
In all later censuses where he appears his age is always 50-60-70 pointing to a birth Apr 1810-March 1811
The other William Harper who was born at about the same time in Whittlesey appears in censuses in Whittlesey as a master blacksmith, aged 42 in 1851, and 51 in 1861.
On balance I think your William was the younger one of the two baptised in Whittlesey 1809-1813
