This is a good link abt. poor law and the work of the overseer. This is from Devon but law was the same in Gloucestershire.

If your Mary was born abt. 1818 she would have been a minor 1835 and the parish overseer could have delt with her case.
The numbers are reference numbers (file numbers) of Gloucester Records Office and the ones you have to use when mailing the Gloucestershire Records Office for further informations.
Same names in same reference number indicates that the Hill´s were of same family. The overseers case file might give you date ande place of birth and name of father.
Abbreviations: U=Unmarried, C=Christened.
