i'm searching for birth certificates for two family members who were born in matanzas, jalisco in the early 1910's (maria aguinaga serrano and secundino aguinaga negrete).

In Guadalajara, Jalisco there is an office of historic records ( a branch of Registro Civil Del Estado ) which keeps birth records for all of the State. If you know your family members birthdates, the office will probably have their birth certificates. The cost of a certified copy is 40.00 pesos. The office is located on Avenida 16 de Septiembre. The only way I know to contact them is in person.

I am doing research primarilly on the surname Reyna. My grandparents end my father were born in Tamazula de Gordiano, Jalisco. I was in Guadalajara this past October and visited the office of El Registro Historico. I was impressed with their efficiency. They will usually have the the documents requested ready within a few minutes, or an answer ( if unable to find them ), within one our. If unable to find a record as submitted, they will usually search the database three years prior and forward from a date given.
