The Tacoma Library has an online database of obituaries:
http://search.tpl.lib.wa.us/obits/ It shows Ramsden N. Whiteley died 2 April 1947, his obit is on page 20 of the 3 April 1947 issue of the Tacoma News Tribune.
You can order it from the library for $5.00, or:
