I believe the census for 1900 is in error. Petra was born at Bøe farm in Manger Parish. She is listed in the Birth and baptismal records [Manger Parish REGISTER, NR. A4 (1824-1838)BIRTH & BAPTISM RECORDS, 1837, PAGE 126.]
Her parents Peder Mathias Madsen and Maren Beatr. nee Engelsen can be found in the 1865 census of Manger Parish, on Bøe farm, in local parish Bøe.
In 1865 census of Sund Parish we find Klaus Vilhelmsen and wife Petra with their children on Haagelsunds Farm. Petra is listed as having been born in Manger Parish.
