Tobias comes from "Toby" the runaway slave on the movie (Based on a true story) whos real name was kunta kinte, and when he got captured, they gave him the slave name of Toby

If you are referring to descendants of Danuel and Catherine Hoffa Tobias who lived in the Schuylkill area (they had 10 children there), I can help.
