Today I checked the website for the Castle Garden Immigration Station, in Manhattan, which preceded Ellis Island :

http://castlegarden.org

For the decade 1890-1899, they have only 7 hits for the surname SELIGER :

Anna SELIGER Unknown 28 F 1891-06-17 Prussia Karlsruhe
Ferdinand SELIGER Smith 28 M 1891-06-17 Prussia Karlsruhe
Minna SELIGER Farmer 33 F 1891-05-20 Germany Munchen
Rosma SELIGER Farmer 14 F 1891-05-20 Germany Munchen
Heinrich SELIGER Laborer 18 M 1893-12-04 Germany Taormina
Max SELIGER Painter 27 M 1893-02-04 Germany Trave
Hans SELIGER Painter 22 M 1893-02-04 Germany

I believe the word "Karlruhe" to be the name of the ship in which the immigrant arrived. Here are a few hits for a variant surname which has no message board here at Ancestry.com :

Schendel ZELIGER Child 2 F 1896-11-20 Russia Werkendam
Joel ZELIGER Tailor 22 M 1896-11-20 Russia Werkendam
Jossel ZELIGER Child 9 M 1896-11-20 Russia Werkendam
Elke ZELIGER Farmer 20 F 1896-11-20 Russia Werkenda

I regret that the Castle Garden website makes no mention of missing records, but the Ellis Island website says many records for Castle Garden were destroyed by fire.
