Emigration age = Church Bk - Passanger List - Obit right

A ship passanger list shows age 16 that matches obituary but a church book find shows birth 2 years later - Question - would age have been stated as 16 so that a chuld alone could emigrate and would they maintain that fib through life. Left in 1854 ?
