General : Project management

This is a broad question, but how do you manage a particular genealogy project? I already posted a question with regard to specific software, but in general, how do you:

* track progress toward a specific high level goal (e.g. document vitals for x generations of ancestors)

* based on smaller goals (e.g. get death certificate for great-grandma Jane Smith)

* and even smaller interrelated tasks (e.g. learn name at time of death, learn place and date of death, apply for death certificate)?

Do you integrate it into your genealogy software using notes or to-do lists? Do you use separate software? Is it all on paper?

Some genealogy software seems to be good at tracking work done (searching a particular census, parish records, etc.) but not the big picture.
