Your post reads very much like something I would write-my grandmother "boarded" children and eventually got my mother whom she adopted in 1928. I'd love to know if you ever received any answers to your questions and if you have any hints as to how I can go about finding out more about my grandmother's "boarding house" and how the system operated.
