In honor of Rochester, NY's centennial celebration, the certificates that you mention were issued to persons who could trace their ancestry to the "pioneers" of Rochester and Monroe County, those that were here before 1834. See the website below and scroll down to the Pioneer Project article. I too have one of these from my father's records...we can trace two different family lines to that time period. They did similar certificates for the 1984 sesquicentennial celebration.
