Kathy, I don't know if you've gotten an answer to this post, but the following page might be helpful to you. It shows the dates of formation of the various townships and boroughs in Carbon County.

Penn Township no longer, exists; part of the land it once encompassed is now in Schuylkill County and part in Carbon. Several townships in Carbon contain land that used to be Penn Township. I'm more familiar with Carbon County than Schuylkill; you might want to check the Schuylkill County Genweb board for info on that county's portion of the old Penn Township.
