I am not as fluent as I once was, but roughly, it says:
"Marriage Keepsake
for
Johann Stutzer and Carolina Becker
The two were unified in holy matrimony on (date you couldn't read) in the year of our God (year you couldn't read) in the presence of the witnesses
Georg Stutzer * Maria Dickel
(not sure here, probably signature)
Priest of the Roman-Catholic Church of the Holy Apostles Peter and Paul in Cumberland, MD
This I hereby testify (signature)"
